EMPACT

East Midlands Procurement and Commissioning Transformation (EMPACT)

EMPACT is the collaborative commissioning support unit in the East Midlands and was established in 2009 as a joint venture funded by the nine PCTs with support from NHS East Midlands.  EMPACT’s role is to deliver Commissioning Support Functions to East Midlands PCTs in Business Intelligence, Healthcare Market Development, Procurement Support, and Contract and System Management. It also governs and aligns existing collaborative organisations across the region including East Midlands Specialised Commissioning Group, East Midlands Quality Observatory and Public Health Observatory, and the commissioning element of NHS re:source procurement hub.

It supports the spread and specification of best practice and enables commissioners to access best practice service specifications to achieve spread and consistency with appropriate localisation.  It will apply business intelligence tools and comparative analytics to commissioners, deploy Innovative commissioning technologies and act as a clear front door for commercial innovators. The re:source  procurement hub will take forward promising opportunities direct with providers and allow collective assessment of the opportunity and support to PCT commissioners to use National Tariff flexibilities and Contract negotiation.  EMPACT will also be providing support to up to three high impact breakthrough technologies in the next few months.
