Title: PCT executive nurse self- assessment tool (CD-Rom)
The new roles emerging from PCTs, development of the National Plan, Shifting the Balance of Power etc. required nurses to be involved at all levels of PCT business including Board, Professional Executive Committees, Local Modernisation Review groups through to local development and implementation groups
The competency framework researched and developed for PCT nurses (Trent Regional Health Authority 2002-2003) had identified 10 core competencies, their definition and behavioural indicators
There was then an identified need for a tool which would enable individuals assess their strengths and development needs against the framework and put together a personal development plan
The tool, originally designed for those contemplating standing for nomination to PCT, Professional Executive Committee or Board nurse positions or for those already in such a role.
The CD-Rom was developed by a partnership group representing PCTs and Trent WDC.
The tool was designed to take the individual through 48 questions against which they are asked to rate the extent to which statements are typical of their behaviour.
A results breakdown provides personal feedback both by individual competency and by overall summary for comparison.
Competency descriptions detail their associated behaviour, at the end of the tool are some suggestions for developing each competency and inset cards provide signposting to a range of resources.
The individual is invited to construct their personal development plan by choosing the three areas in which they most wish to develop and identify personal development activities for each.
The resource was developed in partnership between PCT Executive Nurse in Trent, Interactive Skills consultancy and Trent Workforce Development Confederation:

The challenge was to produce a tool that would be easily accessible, user friendly and provide direction on a range of developmental resources. It aimed to enable the individual to produce a personal development plan which is set against the identified competencies
Midway through development it became apparent that the tool may be of benefit to all current and potential PCT PEC members, Secondary care organisations and potential members of Foundation Trust Boards.
Evaluation confirms this transferability; hence in distribution these unforeseen benefits have been highlighted.
Partnership group members have been invited to introduce the tool to those not previously having considered or planned to undertake such roles, thus facilitating preparation for succession planning.
Copies have been made available to all NHS organisations in Trent and circulated to all SHAs and WDCs
Demand for the tool from outside Trent has resulted in a second print run.
Nationally NatPaCT has adopted the competency framework, incorporating the tool into The Learning Alliance “So You Want to be a PEC Member?” development event which is to be delivered across the country.
The evaluation component is enabling us not only assess the value of the content of this resource but also the users perspective on CDRom as a learning medium. Full evaluation report will be available April 2004.
